The Rowlatt Act was a legislative act passed by the Imperial Legislative Council in Delhi on March 18, 1919, indefinitely extending the emergency measures of preventive indefinite detention, incarceration without trial and judicial review enacted in the Defence of India Act 1915 during the First World War. It was named after Sidney Rowlatt, who headed the Rowlatt Committee that recommended its enactment.
In February 1919, two members of a revolutionary group were executed in Delhi by the British Raj. In protest, demonstrations took place all over Punjab and other parts of India. Riots broke out in Amritsar on April 10th when a large crowd that gathered at Jallianwala Bagh to celebrate Baisakhi was fired upon by troops under the command of Brigadier-General Reginald Dyer. The incident led to nationwide protests and marked one of the most shameful episodes in British rule for Indians.
To prevent further unrest, on March 18th 1919, Lord Chelmsford extended the Defense of India Regulations Act 1915 for another three years. This meant that anyone suspected of sedition could be arrested without trial and held indefinitely. The

It is a long established fact that a reader will be distracted by the readable content of a page when looking at its layout. “RowLatt Satyagraha” (RowLatt means “row of law,” and satyagraha is Gandhi’s term for non-violent resistance) was a protest against British laws that allowed colonial authorities to imprison people without trial. The day before the protest, British police raided Gandhi’s home and arrested him along with other leaders of the movement.
The raid happened because some members of the Indian community had made plans to conduct a violent protest on April 6, 1919. This violent protest was to be a response to a recent incident in which General Dwyer put down an illegal meeting by ordering his troops to shoot into the crowd. Troops killed 379 people and wounded 1,200 more.
The violent protest was going to take place at Jallianwala Bagh, an enclosed garden in Amritsar where thousands of Indians were assembled for a festival. When the crowd refused to disperse, Dwyer ordered his troops to shoot into the crowd. The massacre shocked the world, but General Dwyer was not punished.
